Essential need license
Essential need license is the everyday name for an occupational driver license, taken from the statutory test the petitioner has to satisfy.
Texas Transportation Code § 521.241 defines essential need as the need to operate a motor vehicle in the performance of an occupation or trade, for travel to and from the place of that occupation, for travel to and from an educational facility in which the person is enrolled, or in the performance of essential household duties.
Section 521.244 is where the court determines whether that need exists and sets the hours, the days and the areas the order allows.

Where this is handled
A definition does not file anything. When the suspension date is closer than the research, one independent agency on FM 1959 can transmit the SR-22 to the DPS and tell you what the state wants before you pay anyone anything.
