Harris, Fort Bend and Waller

One address, three sets of answers

Katy sits outside the designated catastrophe area, so wind and hail stay inside the homeowners policy rather than moving to a separate windstorm policy.

That part is settled and it is settled the same way in all three counties — which makes Katy the mirror image of Pearland on the other side of the metro, where crossing a county line changes whether wind is a separate policy at all. Here the wind answer never moves. What moves is everything else:

Two houses in the same school district can sit in different counties, and the difference shows up as a quote gap neither owner can account for. It is worth knowing which one your deed says before assuming somebody negotiated better.

Addicks and Barker

The flooding here happened outside the map

The homeowners policy excludes flood in Texas, everywhere, without exception. In Katy that exclusion is not a technicality — it is the main event.

Most Harris County flooding has historically occurred outside the mapped Special Flood Hazard Area, the 1 percent annual chance floodplain where a federally regulated lender is obliged to require flood insurance. The Addicks and Barker reservoirs sit immediately east of Katy, and the properties affected when they filled and released were substantially properties that no map had flagged and no lender had required a policy for.

The practical rule that falls out of it: a lender not requiring flood insurance is a statement about a map, not about your house. The mapped area describes where a requirement applies. It does not describe where water goes. Three. The city and the wider Katy area span Harris, Fort Bend and Waller counties. It decides your appraisal district, the territory a carrier rates you in, and which court would hear a license petition. Unlike Pearland, none of the three is a first-tier coastal county, so the wind answer is the same across all of them.

Is Katy in the TWIA area?

No. The designated catastrophe area in Harris County covers city limits east of State Highway 146 — La Porte, Morgan's Point, Pasadena, Seabrook and Shoreacres — and Katy is on the opposite side of the metro. Wind and hail are normally included in your homeowners policy, subject to a percentage deductible.

Do I need flood insurance if I am not in a flood zone?

It is worth serious thought here more than almost anywhere in the metro.
