Nueces County
Three policies, three perils, no overlap
Nueces County is one of the fourteen first-tier coastal counties, so TWIA writes wind and hail here when the private market will not.
- Homeowners Everything except the two big ones
- Fire, theft, liability, the pipe that bursts inside the wall, loss of use. In a first-tier county the carrier has usually removed windstorm and hail from it, so what is left is narrower than most people picture — and still essential.
- Windstorm TWIA or a private wind carrier

- Flood NFIP or private, 30-day wait
- Rising water, which neither of the other two touches. Storm surge is flood, not wind — that distinction is settled by two different adjusters against two different policies after the same afternoon, and it is where coastal claims most often go wrong.
Form WPI-8
The certificate, and the date that governs it
TWIA will not insure a structure that cannot produce a certificate of compliance covering work done on or after 1 January 1988 — construction, alteration, remodeling, enlargement, repair or addition. The certificate is issued by the Texas Department of Insurance and certified by a TDI-appointed qualified inspector or a Texas-licensed engineer.
There are three forms. WPI-8 covers new and ongoing work, inspected as it happens. WPI-8-E certifies improvements already completed without one — TDI began accepting applications for these in June 2020, which is why an uncertified re-roof is a delay rather than a disqualification. WPI-8-C is the engineer-certified route.

Named storm
A percentage, not a number
The deductible on a coastal wind policy is set as a percentage of Coverage A rather than a flat amount. TWIA's options run at 1, 2, 5 and 10 percent. On a $350,000 dwelling limit, the difference between 1 percent and 5 percent is the difference between $3,500 and $17,500 out of pocket before anything is paid.
The word that matters is named. The higher deductible is triggered by the National Weather Service naming the storm, not by its strength — so a tropical storm that never becomes anything more dramatic still puts the claim into the named storm column. People who have budgeted for their ordinary deductible discover the distinction on the worst possible week.
And the flood side has its own arithmetic. Corpus Christi is a Class 8 community in the NFIP Community Rating System — 10 percent off inside the mapped Special Flood Hazard Area, 5 percent outside it. That is a smaller discount than Houston, Pasadena and League City hold at Class 5, which is a real difference when comparing a quote here against one upstate.
