Home insurance in Spring, where the county line runs through the middle

Two houses in Spring, four streets apart, can be quoted differently for reasons neither owner can see. The usual explanations — roof age, claims history — are real and they are not the whole story here. The Harris–Montgomery county line runs through this community, and in Texas the county is the unit that actually varies.

Harris and Montgomery

One community, two sets of answers

A Spring mailing address does not tell a carrier which county the property is in. Most of the community is in Harris County; the northern part is in Montgomery. Four things follow the county rather than the postal address, and between them they account for most of the difference neighbours notice:

Territory rating The carrier's own map
Carriers rate by territory, and county-level loss history feeds it. Two adjacent properties on opposite sides of the line can sit in different territories with different base rates, before anything about either house is considered.
The appraisal district Harris Central, or Montgomery Central
Harris County property is valued through HCAD; the Montgomery County side goes through the Montgomery Central Appraisal District. Neither figure is the replacement cost your dwelling limit should be set to, and the gap between the two is where underinsurance lives.
Fire protection class Which district responds
The responding department and its rating move with the district rather than the city, and they feed directly into what a homeowners policy costs.
Which court hears a license petition Harris County, or Montgomery County
An occupational license under Tex. Transportation Code § 521.242 is heard by the court that ordered the suspension. Same document statewide; different courthouse.

None of this is exotic. It is simply invisible until two neighbours compare renewal notices, and it is worth knowing which side you are on before assuming somebody got a better deal.

Not the coast

Wind and hail stay inside your policy

Spring sits outside the designated catastrophe area, so wind and hail stay inside the homeowners policy rather than moving to a separate windstorm policy.

The boundary that would change that runs along State Highway 146, roughly forty miles southeast of here, and covers five named Harris County cities inside their limits. Spring is not one of them and neither county line moves it closer. There is no separate windstorm policy to buy in Spring, in either county.

What the corridor does get is severe convective weather: the June 2025 hailstorm ran across Spring, Tomball and The Woodlands with golf-ball stones and larger, and a November 2025 tornado damaged more than a hundred homes in Memorial Northwest. Roof age, on both sides of the line

The one thing the county line does not change is the roof. Age is being scrutinised harder than any other factor in the Texas market right now, it is assessed separately from condition, and aerial imagery means the assessment often happens without anyone visiting the property. A roof that does not leak can still move to actual cash value or fall outside a carrier's appetite.

Why is my neighbour's home insurance cheaper than mine?

In Spring there is an answer that does not apply in most places: you may not be in the same county. The Harris–Montgomery line runs through the community, and it moves the territory rating a carrier applies, the appraisal district that values the property, and the court that would hear a license petition. Roof age and the claims history on each individual property do the rest.

Which county is Spring in?

Both. Most Spring addresses are in Harris County, and the northern part of the community sits in Montgomery County. A Spring mailing address tells you very little on its own — the county is what the carrier rates on, and it is worth knowing which one your deed says before you compare quotes with a neighbour.

Is Spring in the TWIA area?

No. The designated catastrophe area in Harris County covers city limits east of State Highway 146 — La Porte, Morgan's Point, Pasadena, Seabrook and Shoreacres. Spring is about forty miles northwest of it. Wind and hail are normally included in your homeowners policy here, subject to a percentage deductible.

What happened in Spring in November 2025?

A tornado damaged more than a hundred homes in the Memorial Northwest area. Together with the June 2025 hailstorm across the corridor, it is a reasonable summary of what the weather actually does here: severe convective storms arriving inland, rather than the surge and named-storm exposure the bay side plans for.

Does the county line change whether I need flood insurance?

Not in principle — flood is excluded from the homeowners policy in both counties and is always a separate policy. What the line can change is the floodplain management program your address falls under, and therefore the mapping and any community discount. Most Harris County flooding has historically happened outside the mapped Special Flood Hazard Area, so the map is not the whole answer either way.
