The certificate of compliance
Galveston County is one of the fourteen first-tier coastal counties, so TWIA writes wind and hail here when the private market will not. Eligibility is not the hard part. Documentation is.
TWIA will not insure a structure that cannot produce a certificate of compliance for work done on or after 1 January 1988 — construction, alteration, remodeling, enlargement, repair or addition. The certificate is issued by the Texas Department of Insurance, certified by a TDI-appointed qualified inspector or a Texas-licensed engineer, and it comes in three forms:
- WPI-8 New and ongoing work
- Issued by TDI when the work is inspected as it happens. This is the clean path, and it is the one your builder or roofer should already be on before the first nail goes in.
- WPI-8-E Completed work, certified after the fact
- For improvements already finished without a certificate. TDI began accepting applications for these in June 2020, and it is the reason an uncertified re-roof is a delay rather than a disqualification. Expect it to take longer and cost more than doing it in order.
- WPI-8-C Certified by an appointed engineer
- The engineer-certified route. Which of the three applies to your structure is a question for the inspector, not for a website — but knowing all three exist is what keeps a closing from collapsing.
We ask about the certificate before we quote, not after. Finding out at binding that a 2019 roof was never certified is how a three-day close becomes a three-week one.

25 percent inside the floodplain, 10 percent outside it
League City is a Class 5 community in the NFIP Community Rating System. Property inside the mapped Special Flood Hazard Area is discounted 25 percent; property outside it, 10 percent. That second number is the one worth pausing on, because it applies to a policy that was already rated as a lower flood risk to begin with.
Between Clear Creek, Clear Lake and Dickinson Bayou, "outside the mapped area" in this city has meant "did not flood" less reliably than anyone would like. The flood insurance page covers the 30-day waiting period, which is why this is a decision to make in a calm week rather than a forecast.
Three policies — homeowners, wind, flood — is an ordinary structure here, not an upsell. Each one covers a peril the other two exclude, and a claim will find the gap between them without any help.

League City has one of the larger recreational boating populations on the Gulf Coast, and a homeowners policy's treatment of a boat is thin to the point of being decorative — small limits, narrow perils, and nothing meaningful for liability on the water.

Do I need a WPI-8 certificate in League City?
If you want TWIA to insure the structure, yes. TWIA requires a certificate of compliance — WPI-8, WPI-8-E or WPI-8-C — on anything constructed, altered, remodeled, enlarged, repaired or added to on or after 1 January 1988. A structure that cannot produce one for that work is not eligible. It is the single most common reason a coastal sale stalls three days before closing.
I re-roofed without a certificate. What now?
That is what the WPI-8-E is for — a certificate of compliance for completed improvements, which TDI began accepting applications for in June 2020. A TDI-appointed qualified inspector or a Texas-licensed engineer certifies the work after the fact. It is slower and more involved than certifying during construction, and it is a route rather than a dead end.
What is League City's flood insurance discount?
League City is a Class 5 community in the NFIP Community Rating System. Property owners inside the mapped Special Flood Hazard Area get 25 percent off the flood premium; property outside it gets 10 percent. The second figure is the interesting one — it is a discount on an already lower-rated policy.
Is windstorm separate from my homeowners policy here?
Usually. Galveston County is one of the fourteen first-tier coastal counties, and carriers writing homeowners policies there commonly exclude wind and hail, leaving TWIA or a private wind carrier to cover them. Flood is separate again — three policies is a normal structure on the bay side of the county.
