Two policies

They are not two names for the same risk

Most Texas coastal towns have one dominant story. Friendswood has two, and they do not overlap:

Galveston County is one of the fourteen first-tier coastal counties, so TWIA writes wind and hail here when the private market will not. Carriers writing in a first-tier county frequently exclude windstorm and hail from the homeowners policy and expect a separate wind policy alongside it. Clear Creek drains a wide, flat, built-out watershed with almost no gradient to the bay, and Friendswood sits along it. That is rainfall accumulating faster than the channel moves it — nothing to do with a storm surge, and nothing a wind policy responds to. Flood is a separate policy through the NFIP or a private carrier, with a 30-day waiting period that makes buying it during a forecast pointless.

Friendswood's city limits cross a county line, and the two counties are in different categories of the same statute. Galveston County is first-tier and covered countywide. Harris County is second-tier, and the only designated part of it is the slice east of State Highway 146 — which is well away from Friendswood.

So the Harris County portion of Friendswood generally keeps wind and hail inside the homeowners policy, and the Galveston County portion generally does not. Same schools, same creek, different policy structure. Valuation runs through the Galveston Central Appraisal District or HCAD depending on which side you are on, and a petition for an occupational license is heard by whichever county's court ordered the suspension.
