Insurance in Pearland, a coastal county twenty miles from the coast

Most of Pearland sits in Brazoria County, and Brazoria is one of the fourteen first-tier coastal counties. That single line of statute is why a house here can need a windstorm policy that an identical house in Sugar Land does not — and why the county on your deed matters more than the city on your mail.

Brazoria County

First-tier, twenty miles inland

Brazoria County is one of the fourteen first-tier coastal counties, so TWIA writes wind and hail here when the private market will not.

The designated catastrophe area is drawn by county, not by distance from the water. Brazoria County runs from the Gulf up to Pearland's southern subdivisions, and the whole county is inside the first tier — so a house on a cul-de-sac twenty-odd miles from open water sits in the same eligibility category as one in Surfside. Carriers price that distance differently. The statute does not recognize it at all.

In practice that means a Pearland homeowner should check one thing before assuming their policy is complete: whether wind and hail are still inside it, or whether the carrier has excluded them and expects a separate policy to be sitting alongside. Both arrangements are normal here. Only one of them is what you think you have.

The separate policy — what it covers, how it is certified, how the deductible is set — is on the windstorm insurance page.

Three counties, one city

Which side of the line your house is on

Pearland spills across three county lines, and every one of the four things that vary by geography follows the county rather than the city limits:

Brazoria County Most of the city
First-tier coastal county. TWIA writes here. Valuation through the Brazoria County Appraisal District, and license petitions heard in the Brazoria County courts.
Harris County The northern edge
Second-tier, and the designated slice is east of State Highway 146 — nowhere near Pearland. So a Harris County Pearland address usually keeps wind and hail inside the homeowners policy, which is the opposite of the answer a few streets south. Valuation through HCAD, courts in Harris County.
Fort Bend County The western sliver
Inland, outside the designated area entirely. Valuation through the Fort Bend Central Appraisal District, courts in Fort Bend County. Same city, same school run, third set of answers.

None of this is exotic in Texas — it is just invisible until a claim, or until somebody asks the address before quoting rather than after.

CRS Class 6

Clear Creek, and the 20 percent

Pearland is a Class 6 community in the NFIP Community Rating System — a discount of up to 20 percent on flood premiums for property in the mapped Special Flood Hazard Area. Clear Creek forms much of the city's northern boundary and is a large part of why the city's floodplain management program is scored where it is.

Wind and flood are the two perils here and they are never in the same policy. A first-tier county makes the wind question live; Clear Creek makes the water question live; and the homeowners policy on its own answers neither of them completely. The flood insurance page covers the 30-day waiting period, which is the detail that catches people who wait for a forecast.

Pearland questions we get every week

Is Pearland really in a coastal county?

Most of it, yes. Pearland sits mainly in Brazoria County, and Brazoria is one of the fourteen first-tier coastal counties in the designated catastrophe area — so TWIA can write wind and hail on a Pearland address even though the water is more than twenty miles away. Almost nobody expects that, and it is the single most useful thing to know about insuring a house here.

Which county am I actually in?

Pearland spans three: Brazoria for most of the city, plus parts in Harris County and Fort Bend County. It decides your appraisal district, which court hears a license petition, and — because Brazoria is first-tier and Harris is only partly designated — whether wind is a separate policy. Two houses a few streets apart can differ.

What is Pearland's flood insurance discount?

Pearland holds a Class 6 rating in the NFIP Community Rating System, which is a discount of up to 20 percent on the flood premium for property in the mapped Special Flood Hazard Area. Clear Creek runs along the city's north edge and has a long history behind that rating.

Do I need both windstorm and flood here?

They are separate perils and separate policies, and in a first-tier county you can genuinely need both. Wind driven into the structure is one policy; water rising into it is another. After a storm, the adjusters are different people and the settlements are different files, which is why a gap in either one shows up so clearly.

Do you have an office in Pearland?

No — one office, at 360 FM 1959 in Houston, about fifteen miles east. Monday to Thursday, 9:00 to 5:00; Friday, 9:00 to 4:00.
