A city cut in half by a statutory boundary
Pasadena is one of the Harris County communities inside the designated catastrophe area — the slice east of State Highway 146 — so TWIA can write wind and hail on part of the city.
Harris County is a second-tier county. The fourteen first-tier counties — Galveston and Brazoria among them — are covered countywide. Harris is not: what the Commissioner of Insurance found instead was that wind and hail are not reasonably available in a specific slice of it, east of State Highway 146, and named the communities inside that slice. Pasadena is one of them, with Morgan's Point, Shoreacres, Seabrook and La Porte.
The practical consequence is that a Pasadena address west of the highway usually has wind and hail sitting quietly inside its homeowners policy, and one east of it usually does not — the homeowners carrier excludes the peril and a separate wind policy picks it up. Pasadena joined the NFIP Community Rating System in its first years and now holds a Class 5 rating — a 25 percent discount on flood premiums for property inside the mapped Special Flood Hazard Area. That puts it level with Houston and League City and two classes ahead of a lot of the coast.
A good part of that rating was bought the hard way, through an acquisition and relocation program that took repetitive-loss properties out of the floodplain permanently. It is a rare case of a city's floodplain policy showing up directly on a homeowner's premium.
The discount does not create the coverage. Flood is still a separate policy from the NFIP or a private carrier, and wind driven by a storm and water rising from a bayou are settled by two different policies even when they arrive the same afternoon.
